Mr. Kilmer introduced the following bill; which was referred to the

A BILL
To provide temporary authority to the Secretary of Defense to appoint
retired members of the Armed Forces to military health system
positions, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. TEMPORARY AUTHORITY TO APPOINT RETIRED MEMBERS OF THE ARMED
FORCES TO MILITARY HEALTH SYSTEM POSITIONS.
Section 1108 of the William M. (Mac) Thornberry National Defense
Authorization Act for Fiscal Year 2021 (Public Law 116-283) is
amended--
(1) in subsection (a), by striking ``subsection (b)'' and
inserting ``subsection (b) or (c)'';
(2) in the heading for subsection (b), by striking
``Positions'' and inserting ``Defense Industrial Base Facility
Positions'';
(3) by redesignating subsections (c), (d), and (e) as
subsections (d), (e), and (f), respectively;
(4) by inserting after subsection (b) the following:
``(c) Military Health System Positions.--The positions in the
Department described in this subsection are medical or health
profession positions in the civil service within the military health
system.''; and
(5) by amending subsection (f) (as redesignated by
paragraph (3) of this section) to read as follows:
``(f) Definitions.--In this section--
``(1) the term `civil service' has the meaning given that
term in section 2101 of title 5, United States Code;
``(2) the term `medical or health profession positions'
means any position listed under any of paragraphs (1), (2), or
(3) of section 7401 of title 38, United States Code; and
``(3) the terms `member' and `Secretary concerned' have the
meaning given those terms in section 101 of title 37, United
States Code.''.
