                                 A BILL


 
  To amend the Agricultural Foreign Investment Disclosure Act of 1978 
 with respect to certain agricultural land transactions, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Agriculture Foreign Investment 
Transparency Act''.

SEC. 2. REQUIREMENTS RELATING TO CERTAIN AGRICULTURAL LAND 
              TRANSACTIONS.

    (a) Reporting Requirement.--Section 2 of the Agricultural Foreign 
Investment Disclosure Act of 1978 (7 U.S.C. 3501) is amended by 
striking ``, other than a security interest,'' each place it appears.
    (b) Public Inspection.--Section 7 of the Agricultural Foreign 
Investment Disclosure Act of 1978 (7 U.S.C. 3506) is amended--
            (1) by striking ``Any report'' and inserting the following:
    ``(a) In General.--Any report''; and
            (2) by adding at the end the following:
    ``(b) Public Website.--
            ``(1) In general.--Not later than 180 days after the date 
        of the enactment of this subsection, the Secretary shall make 
        publicly available on the website of the Department each report 
        submitted to the Secretary under section 2 not later than 30 
        days after the date on which such report is received by the 
        Secretary.
            ``(2) Past reports.--Not later than 1 year after the date 
        of the enactment of this subsection, the Secretary shall make 
        publicly available on the website of the Department each report 
        submitted to the Secretary on or after January 1, 2000.''.
    (c) Definitions.--Section 9 of the Agricultural Foreign Investment 
Disclosure Act of 1978 (7 U.S.C. 3508) is amended--
            (1) by redesignating paragraphs (4), (5), and (6) as 
        paragraphs (5), (6), and (7), respectively;
            (2) in paragraph (1)--
                    (A) by striking ``States and used'' and inserting 
                ``States that--
                    ``(A) is used'';
                    (B) by adding ``or'' after the semicolon; and
                    (C) by adding at the end the following:
                    ``(B) in the preceding 10-year period, was used for 
                a purpose described in subparagraph (A);'';
            (3) in paragraph (3)--
                    (A) in subparagraph (C), by striking ``and'' at the 
                end;
                    (B) by redesignating subparagraph (D) as 
                subparagraph (E); and
                    (C) by inserting after subparagraph (C) the 
                following:
                    ``(D) any person, other than an individual or a 
                government, that issues equity securities that are 
                primarily traded on a foreign securities exchange; 
                and''; and
            (4) by inserting after paragraph (3) the following:
            ``(4) the term `interest' includes--
                    ``(A) a security interest; and
                    ``(B) a lease, without regard to duration of 
                term;''.
