RESOLUTION
Prohibiting the consideration in the House of Representatives of
certain bills or joint resolutions relating to Department of Veterans
Affairs mortgage loan fees, and for other purposes.
Resolved,
SECTION 1. POINT OF ORDER RELATING TO DEPARTMENT OF VETERANS AFFAIRS
MORTGAGE LOAN FEES.
(a) Point of Order.--It shall not be in order in the House of
Representatives to consider any bill or joint resolution, or amendment
thereto or conference report thereon, that--
(1) makes 1 or more changes in the law with respect to fees
collected by the Secretary of Veterans Affairs in connection
with a mortgage loan guaranteed under chapter 37 of title 38,
United States Code, the budgetary effects of which are savings;
and
(2) contains 1 or more changes in the law or new provisions
of law--
(A) that are not related to--
(i) veterans housing benefits; or
(ii) the actuarial soundness of the program
for guaranteeing housing loans under such
chapter; and
(B) the budgetary effects of which are costs.
(b) Definitions.--In this section, the terms ``budgetary effects'',
``costs'', and ``savings'' have the meanings given those terms in
section 3 of the Statutory Pay-As-You-Go Act of 2010 (2 U.S.C. 932).
