resolution; which was referred to the Committee on Armed Services

RESOLUTION
Celebrating the 75th anniversary of the Marine Corps Reserve Toys for
Tots Program and celebrating the long history of the Marine Corps
Reserve and the Marine Toys for Tots Foundation's commitments to
serving the local communities across the United States.
Whereas the Marine Corps Reserve Toys for Tots Program was created in 1947 by
William ``Bill'' Hendricks, a Major in the Marine Corps Reserve, to
assist orphaned and less fortunate children following World War II;
Whereas, during the holiday season in 1947, Major Hendricks and his Marine Corps
Reserve unit provided over 5,000 toys to children in the Los Angeles
area;
Whereas the Commandant of the Marine Corps established the Marine Corps Reserve
Toys for Tots Program as a nationwide effort in 1948;
Whereas the Marine Toys for Tots Foundation was created in 1991 as a tax-exempt
organization, pursuant to section 501(c)(3) of the Internal Revenue Code
of 1986, to continue the administration of the program;
Whereas the Marine Corps Reserve Toys for Tots Program was assigned as an
official mission of the Marine Corps Reserve, and an official activity
of the Marine Corps, in 1995;
Whereas the mission of the Marine Corps Reserve Toys for Tots Program is to
collect new, unwrapped toys during October, November, and December each
year, and distribute those toys as Christmas gifts to less fortunate
children in the community in which the campaign is conducted, in order
to contribute to the welfare of the local community, increase public
awareness, and enhance the image of the Marine Corps;
Whereas the Marine Corps Reserve Toys for Tots Program has expanded to cover all
50 States, the District of Columbia, Puerto Rico, and Guam, and includes
142 Marine Corps Reserve Unit campaigns and over 800 campaigns run by
civilian volunteers; and
Whereas the Marine Corps Reserve Toys for Tots Program has provided more than
604,000,000 toys and 1,800,000 books to over 272,000,000 of the Nation's
less fortunate children, including over 180,000 children who are part of
the Toys for Tots Native American Program, while maintaining a 97:3
program-to-support ratio: Now, therefore, be it
Resolved, That the House of Representatives--
(1) celebrates the 75th anniversary of the Marine Corps
Reserve Toys for Tots Program;
(2) recognizes and thanks the Marine Toys for Tots
Foundation for its tireless efforts to aid underserved children
throughout our great Nation; and
(3) applauds the Marine Corps Reserve and the Marine Toys
for Tots Foundation for their past, present, and future efforts
to bring Christmas joy to millions of children year after year.
