 the following resolution; which was referred to the Committee on Rules

                               RESOLUTION


 
 Amending the Rules of the House of Representatives to prohibit in any 
 bill, joint resolution, or conference report appropriating funds for 
  relief and emergency assistance in response to major disasters the 
   inclusion of any provision which appropriates or otherwise makes 
                 available funds for any other purpose.

    Resolved,

SECTION 1. LIMITING SCOPE OF MEASURES APPROPRIATING FUNDS FOR DISASTER 
              RELIEF.

    Rule XXI of the Rules of the House of Representatives is amended by 
adding at the end the following new clause:
    ``13.(a) It shall not be in order to consider a bill, joint 
resolution, or conference report which appropriates or otherwise makes 
available funds for relief and emergency assistance in response to a 
major disaster if the bill, joint resolution, or conference report 
contains any provision which appropriates or otherwise makes available 
funds for any other purpose.
    ``(b) In this clause, the term `major disaster' has the meaning 
given such term in section 102(2) of the Robert T. Stafford Disaster 
Relief and Emergency Assistance Act (42 U.S.C. 5122(2)).''.
