   Schweikert, Mr. Posey, Mr. Mann, Mr. Womack, Mr. Steube, and Mr. 
Smucker) submitted the following resolution; which was referred to the 
                   Committee on House Administration

                               RESOLUTION


 
  Directing the Clerk of the House of Representatives to place a real 
 time display of the United States total outstanding national debt in 
                           the House Chamber.

Whereas, on January 31, 2022, the national debt reached $30 trillion;
Whereas the national debt has increased by $2.2 trillion in the first 12 months 
        of Joe Biden's presidency;
Whereas the Federal budget deficit for fiscal year 2021 was $2.8 trillion as of 
        November 2021;
Whereas the debt per taxpayer is nearly $240,000 as of January 31, 2022;
Whereas the National Debt to Gross Domestic Product (GDP) ratio is 128 percent;
Whereas the Congressional Budget Office (CBO) estimates the National Debt to GDP 
        ratio will surpass 200 percent by 2051 under current policy;
Whereas CBO estimates the American Rescue Plan Act of 2021 will increase the 
        National Deficit by nearly $2 trillion over a 10-year period; and
Whereas the national debt will continue to rise at an alarmingly fast pace 
        unless Congress acts to reduce reckless government spending: Now, 
        therefore, be it
    Resolved,

SECTION 1. PLACEMENT OF NATIONAL DEBT CLOCK IN HOUSE CHAMBER.

    (a) Responsibilities of Clerk.--The Clerk of the House of 
Representatives shall place a real time display of the United States 
total outstanding national debt, as calculated by the Secretary of the 
Treasury, in the House Chamber in clear view of the Members.
    (b) Regulations.--The Clerk shall carry out this resolution in 
accordance with regulations promulgated by the Committee on House 
Administration, in consultation with the Committee on the Budget.
