             referred to the Committee on Homeland Security

                               RESOLUTION


 
   Requesting the President, and directing the Secretary of Homeland 
  Security, to transmit to the House of Representatives copies of all 
documents in their possession referring or relating to certain aspects 
                of border policies of the United States.

    Resolved, That the House of Representatives requests the President, 
and directs the Secretary of Homeland Security, to transmit to the 
House of Representatives, not later than 14 days after the date of the 
adoption of this resolution, copies of all documents, memoranda, 
analytical products, advisory legal opinions, notes, reports, briefing 
materials, intelligence assessments, audio recordings, records 
(including telephone and electronic mail records), correspondence, 
communications, and other materials, both classified and unclassified, 
in the possession of the President or the Secretary, respectively, as 
of the date of adoption of this resolution that refer or relate to--
            (1) Department of Homeland Security policies implemented 
        and data collected regarding individuals who, from January 20, 
        2021, until such date of adoption, have arrived at the 
        southwest border of the United States with the intent to enter 
        the United States, including--
                    (A) the total number of encounters reported by U.S. 
                Customs and Border Protection (CBP) personnel, on a 
                monthly basis;
                    (B) the total number of such encounters reported by 
                CBP personnel, on a monthly basis, of individuals--
                            (i) who had previously been encountered 
                        attempting to cross the southwest border;
                            (ii) attempting to cross the Southwest 
                        border as part of a family unit;
                            (iii) who are single adult males attempting 
                        to cross the southwest border;
                            (iv) who are single adult females 
                        attempting to cross the southwest border;
                            (v) who are unaccompanied minor children 
                        attempting to cross the southwest border; and
                            (vi) admitted into the United States after 
                        processing by CBP;
                    (C) the total number of such individuals who have 
                reported to U.S. Immigration and Customs Enforcement 
                (ICE) after previously being admitted into the United 
                States after such processing;
                    (D) the total number of unaccompanied minor 
                children admitted into the United States after such 
                processing and transferred to the custody of the 
                Department of Health and Human Services;
                    (E) the total number of individuals encountered by 
                CBP personnel and denied admission to the United 
                States;
                    (F) potential explanations for changes in the 
                number of encounters described in subparagraph (B) from 
                previous years;
                    (G) estimates of how many individuals were able to 
                cross the border into the United States without being 
                encountered by CBP personnel, on a monthly basis;
                    (H) any analysis done prior to January 20, 2021, 
                regarding the potential consequences of reversing or 
                suspending immigration policies implemented under the 
                previous presidential administration;
                    (I) reimplementation of the Migrant Protection 
                Protocols described in the Department of Homeland 
                Security memorandum entitled ``Policy Guidance for 
                Implementation of the Migrant Protection Protocols'', 
                dated January 25, 2019;
                    (J) guidance relating to the documentation required 
                and accepted as valid identification for migrants 
                traveling within the United States, including 
                Transportation Security Administration policies 
                regarding valid identification documentation required 
                for migrants to pass through airport security 
                checkpoints;
                    (K) the use of authority under section 362 of the 
                Public Health Service Act (42 U.S.C. 265; commonly and 
                popularly referred to as ``title 42 authority'') to 
                prevent the spread of communicable diseases to suspend 
                persons and property from the United States;
                    (L) processes, procedures, and guidance relating to 
                COVID-19 for individuals encountered along the 
                southwest border, including requirements related to 
                testing, quarantine periods, and vaccinations; and
                    (M) deployment and use of new and existing 
                technology, including surveillance towers, ground 
                sensors, cargo scanning equipment, and drones, on the 
                southwest border to support Department of Homeland 
                Security operations;
            (2) the total amounts of illicit narcotics, including 
        fentanyl, seized by CBP, and any internal documentation related 
        to potential explanations for changes in seizure amounts from 
        previous years;
            (3) the treatment of unaccompanied minor children who, from 
        January 20, 2021, until such date of adoption, have been 
        encountered crossing the southwest border, including--
                    (A) information regarding processes, procedures, 
                and guidance relating to such encounters;
                    (B) the Department's current screening and vetting 
                procedures to determine a migrant's age as well as if a 
                migrant is an unaccompanied child prior to transfer to 
                the Department of Health and Human Services, 
                including--
                            (i) instances in the past three calendar 
                        years in which an adult migrant posing as an 
                        unaccompanied minor child was--
                                    (I) encountered at the southwest 
                                border; or
                                    (II) detected residing in the 
                                United States; and
                            (ii) the Department's response to instances 
                        in which migrant adults posing as undocumented 
                        migrant children commit acts of violence or 
                        other crimes;
                    (C) information regarding transportation of 
                unaccompanied minor children aboard United States 
                Government-chartered and commercial flights departing 
                from locations near or on the southwest border and 
                flying to locations in the United States; and
                    (D) information regarding such flights arriving at 
                Westchester County Airport;
            (4) any activity within the Department to track 
        transnational criminal organizations that have engaged in human 
        trafficking along the southwest border of the United States, 
        including--
                    (A) any discussions, assessments, or professional 
                opinions regarding the extent to which such 
                transnational criminal organizations have profited from 
                such human trafficking;
                    (B) any intelligence assessments, products, or 
                activities of the Department regarding the regional 
                activities of transnational criminal organizations in 
                Central and South America, including the role of such 
                organizations in facilitating the formation and 
                movement of large groups of migrants traveling together 
                to the southwest border;
                    (C) incidents in which Department personnel 
                interdicted criminals attempting to traffic migrants 
                across the southwest border;
                    (D) incidents in which Department personnel 
                interdicted criminals attempting to traffic children 
                across the southwest border;
                    (E) incidents in which Department personnel or 
                local law enforcement were involved or arrived on the 
                scene of a traffic accident at or near the southwest 
                border in which one of the vehicles involved was found 
                to be involved in human trafficking; and
                    (F) communications with State and local law 
                enforcement along the southwest border regarding 
                incidents of human trafficking, including child 
                trafficking;
            (5) incidents in which a child could not be located after 
        being released into the United States pending a removal hearing 
        with or to an accompanying adult claiming to be the legal 
        guardian of such child;
            (6) communications between the Department and the 
        Government of Mexico regarding unaccompanied migrant children 
        crossing the southwest border from January 20, 2021, until such 
        date of adoption; and
            (7) policies and procedures when children are interdicted 
        at the southwest border and found to be trafficking illicit 
        commodities.
