Mr. Gibbs (for himself, Mr. Balderson, Mr. Latta, Mr. Ryan, Ms. Kaptur,
Mr. Wenstrup, Mr. Johnson of Ohio, Ms. Brown of Ohio, Mrs. Beatty, Mr.
Turner, Mr. Gonzalez of Ohio, Mr. Chabot, Mr. Carey, and Mr. Joyce of
Ohio) submitted the following resolution; which was referred to the
Committee on Foreign Affairs

RESOLUTION
Supporting the Ukrainian people and recognizing their contributions to
the State of Ohio.
Whereas, on February 24, 2022, Russian forces, enabled by Belarus, launched an
unprovoked wide-scale attack on the peaceful, independent country of
Ukraine;
Whereas Russian forces have targeted civilians and have committed war crimes and
crimes against humanity;
Whereas, on March 9, 2022, Russian forces bombed a maternity and children's
hospital, killing and injuring innocent civilians, including children;
Whereas hundreds of civilians have been killed, and thousands have been injured
as a result of Russian attacks;
Whereas the United Nations High Commissioner for Refugees estimates that
2,500,000 people have been forced to flee Ukraine, an additional
1,850,000 people have been displaced internally, and an estimated
12,650,000 people have been affected in the areas hardest hit by the war
within Ukraine; and
Whereas Ohio is home to more than 40,000 Ukrainians: Now, therefore, be it
Resolved, That the House of Representatives--
(1) demands an immediate cease-fire and full withdrawal of
Russian forces from Ukrainian territory;
(2) urges the Biden administration to hold Vladimir Putin
accountable for the unconscionable atrocities committed in
Ukraine;
(3) supports the people of Ukraine in their fight against
the Russian invasion; and
(4) recognizes the important cultural contributions of
Ukrainian Americans to the State of Ohio.
