A BILL
To amend the Rosie the Riveter/World War II Home Front National
Historical Park Establishment Act of 2000 to provide for additional
areas to be added to the park, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
<DELETED>SECTION 1. ROSIE THE RIVETER/WORLD WAR II HOME FRONT NATIONAL
HISTORICAL PARK ADDITIONS.</DELETED>
<DELETED> (a) Short Title.--This Act may be cited as the ``Rosie the
Riveter National Historic Site Expansion Act''.</DELETED>
<DELETED> (b) Additions.--The Rosie the Riveter/World War II Home
Front National Historical Park Establishment Act of 2000 (16 U.S.C.
410ggg et seq.) is amended as follows:</DELETED>
<DELETED> (1) In section 2(b), by adding at the end the
following: ``Not later than 180 days after areas are added to
the park administratively or by Federal law, the Secretary
shall update the map to include the added areas.''.</DELETED>
<DELETED> (2) By adding at the end of section 2, the
following:</DELETED>
<DELETED> ``(c) Additional Areas Included.--In addition to areas
included under subsection (b), the park shall include the
following:</DELETED>
<DELETED> ``(1) The Nystrom Elementary School-The Maritime
Building, as listed on the National Register of Historic
Places.</DELETED>
<DELETED> ``(2) Such other areas as the Secretary deems
appropriate.''.</DELETED>
<DELETED> (3) By amending section 3(e)(2) to read as
follows:</DELETED>
<DELETED> ``(2) Other property.--Within the boundaries of
the park, the Secretary may acquire lands, improvements,
waters, or interests therein, by donation, purchase, exchange
or transfer. Any lands, or interests therein, owned by the
State of California or any political subdivision thereof, may
be acquired only by donation. When any tract of land is only
partly within such boundaries, the Secretary may acquire all or
any portion of the land outside of such boundaries in order to
minimize the payment of severance costs. Land so acquired
outside of the boundaries may be exchanged by the Secretary for
non-Federal lands within the boundaries. Any portion of land
acquired outside the boundaries and not used for exchange shall
be reported to the General Services Administration for disposal
for not less than fair market value under chapter 1 of title
40, United States Code.''.</DELETED>
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Rosie the Riveter National
Historical Park Expansion Act''.
SEC. 2. NYSTROM ELEMENTARY SCHOOL ADDITION.
Section 2 of the Rosie the Riveter/World War II Home Front National
Historical Park Establishment Act of 2000 (16 U.S.C. 410ggg) is amended
by striking subsection (b) and inserting the following:
``(b) Areas Included.--
``(1) In general.--The boundaries of the park shall
include--
``(A)(i) the areas generally depicted on the map
entitled `Proposed Boundary Map, Rosie the Riveter/
World War II Home Front National Historical Park',
numbered 963/80,000, and dated May 2000; and
``(ii) the areas depicted as the `Proposed Boundary
Addition' on the map entitled `Rosie the Riveter/World
War II Home Front National Historical Park Proposed
Boundary Addition', numbered 499/168,353, and dated May
2020; and
``(B) any other historic properties identified by
the Secretary as appropriate for addition to the park,
subject to the requirement that a historic property
proposed for addition to the park shall--
``(i) be determined to be eligible for
listing in the National Register of Historic
Places;
``(ii) have a direct connection to World
War II home front themes in Richmond,
California; and
``(iii) relate to the purpose,
significance, and interpretive themes of the
park.
``(2) Availability of maps.--The maps referred to in
paragraph (1) shall be on file and available for public
inspection in the appropriate offices of the National Park
Service.''.
SEC. 3. ADMINISTRATION.
Section 3(a) of the Rosie the Riveter/World War II Home Front
National Historical Park Establishment Act of 2000 (16 U.S.C. 410ggg-
1(a)) is amended by adding at the end the following:
``(3) Nystrom elementary school.--Nothing in this Act
affects the authority of the West Contra Costa Unified School
District to administer Nystrom Elementary School.''.
SEC. 4. COOPERATIVE AGREEMENTS.
Section 3(b) of the Rosie the Riveter/World War II Home Front
National Historical Park Establishment Act of 2000 (16 U.S.C. 410ggg-
1(b)) is amended by adding at the end the following:
``(3) West contra costa unified school district.--
``(A) In general.--The Secretary may enter into
cooperative agreements with the West Contra Costa
Unified School District and other appropriate public
and private agencies, organizations, and institutions
to carry out the purposes of this Act.
``(B) Visitor interpretation.--The Secretary shall
coordinate visitor interpretation of the Nystrom
Elementary School site with the West Contra Costa
Unified School District.''.
