Be it enacted by the Senate and House of Representatives of the

SECTION 1. PROHIBITION ON IMPORTATION OF PETROLEUM AND PETROLEUM
              PRODUCTS FROM THE RUSSIAN FEDERATION.

    (a) Finding.--Congress makes the following findings:
            (1) Article XXI of the General Agreement on Tariffs and
Trade provides for security exceptions to the rules of the
World Trade Organization to allow a member of the World Trade
Organization to take actions ``necessary for the protection of
its essential security interests'' during ``time of war or
other emergency in international relations'' or ``to prevent
any contracting party from taking any action in pursuance of
its obligations under the United Nations Charter for the
maintenance of international peace and security''.
            (2) The aggression of the Russian Federation against
Ukraine warrants taking action permitted under that Article.
    (b) Prohibition.--The importation of petroleum and petroleum
products from the Russian Federation is prohibited.
    (c) Effective Date.--
            (1) In general.--Subject to paragraph (2), the prohibition
under subsection (b) applies with respect to petroleum and
petroleum products entered, or withdrawn from warehouse for
consumption, after the date that is 15 days after the date of
        the enactment of this Act.
            (2) Transition rule.--The prohibition under subsection (b)
does not apply with respect to petroleum and petroleum products
in transit to the United States on the day before the date of
        the enactment of this Act.
