                                 A BILL


 
 To require the End-User Review Committee to conduct quarterly reviews 
with respect to the inclusion of certain Russian energy entities on the 
                              Entity List.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Stop Top Oil Producers and Protect 
Ukraine from Tyrannical Invasions Now Act of 2022'' or the ``STOP PUTIN 
Act of 2022''.

SEC. 2. REVIEWS RELATING TO INCLUSION OF CERTAIN RUSSIAN ENERGY 
              ENTITIES ON THE ENTITY LIST.

    (a) In General.--Not later than 15 days after the date of the 
enactment of this Act, and every 90 days thereafter, the End-User 
Review Committee shall conduct a review to determine if any of the 
following entities should be added to or removed from the Entity List:
            (1) Rosneft (also known as Open Joint-Stock Company Rosneft 
        Oil Company, OAO Rosneft Oil Company, Oil Company Rosneft, OJSC 
        Rosneft Oil Company, and Rosneft Oil Company).
            (2) Lukoil, OAO (also known as Lukoil, Lukoil Oil Company, 
        Neftyanaya Kompaniya Lukoil OOO, and NK Lukoil OAO).
            (3) Gazprom, OAO (also known as Open Joint Stock Company 
        Gazprom, OAO Gazprom, and Gazprom).
            (4) Tatneft.
            (5) Sovcomflot.
            (6) Surgutneftegas (also known as Open Joint Stock Company 
        Surgutneftegas, Otkrytoe Aktsionernoe Obshchestvo 
        Surgutneftegaz, Surgutneftegas OAO, Surgutneftegas OJSC, and 
        Surgutneftegaz OAO).
            (7) Any entity that is owned or controlled by, or is a 
        successor to, an entity specified in paragraphs (1) through 
        (6).
    (b) Congressional Approval Required for Removal.--An entity 
described in subsection (a) may be removed from the Entity List only by 
an Act of Congress.
    (c) Definitions.--In this section:
            (1) End-user review committee.--The term ``End-User Review 
        Committee'' means the committee established under Supplement 
        No. 5 to part 744 of title 15, Code of Federal Regulations.
            (2) Entity list.--The term ``Entity List'' means the list 
        maintained by the Bureau of Industry and Security and set forth 
        in Supplement No. 4 to part 744 of title 15, Code of Federal 
        Regulations.
