To amend the definition of marine highway transportation to include the 
carriage by a documented vessel of cargo that is bulk, liquid, or loose 
           cargo loaded in tanks, holds, hoppers, or on deck.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Improving Marine Highway 
Transportation Act of 2022''.

SEC. 2. MARINE HIGHWAY TRANSPORTATION DEFINITION AMENDMENT.

    Section 55605(1) of title 46, United States Code, is amended--
            (1) in subparagraph (C), by striking ``or'' after the 
        semicolon;
            (2) by redesignating subparagraph (D) as subparagraph (E); 
        and
            (3) by inserting after subparagraph (C) the following:
                    ``(D) bulk, liquid, or loose cargo loaded in tanks, 
                holds, hoppers, or on deck; or''.
