Censuring Representative Paul Gosar. The Committee granted, by record 
vote of 9-4, a closed rule providing for consideration of H. Res. 789, 
Censuring Representative Paul Gosar. The rule provides one hour of 
debate equally divided and controlled by the chair and ranking minority 
member of the Committee on Ethics or their designees. The rule waives 
all points of order against consideration of the resolution. The rule 
provides that the amendment printed in the Rules Committee report shall 
be considered as adopted and the resolution, as amended, shall be 
considered as read.
