concurrent resolution; which was referred to the Committee on Foreign

CONCURRENT RESOLUTION
Expressing the sense of Congress in support of a coordinated and
effective international response to the crisis in Ukraine and in
support of the use of reparations paid by Russia for Ukrainian recovery
and reconstruction efforts while ensuring that, to the extent possible,
the burden of funding Ukraine's reconstruction does not fall on United
States taxpayers.
Whereas the United States is committed to promoting and upholding international
peace, security, and the principles of sovereignty and territorial
integrity;
Whereas the invasion of Ukraine by the Russian Federation is a blatant violation
of these principles, causing an unprecedented threat to regional
stability and global security;
Whereas the people of Ukraine have the right to live free from foreign
aggression and interference, and their sovereignty must be respected and
protected;
Whereas the United States has a long history of supporting Ukraine's aspirations
for democracy, self-determination, and integration into the
international community;
Whereas the United States recognizes the importance of a united international
response to address and deter acts of aggression that undermine global
order;
Whereas Ukraine has taken significant steps towards democratic governance, human
rights, and economic reforms, and has shown resilience in the face of
external challenges;
Whereas the people of Ukraine have demonstrated a strong desire for peace,
stability, and cooperation with their neighbors;
Whereas the invasion has led to widespread humanitarian suffering, displacement
of civilians, and loss of life; and
Whereas the United States condemns the use of military force to achieve
political objectives and stands firmly against any attempts to redraw
borders through aggression: Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That--
(1) the United States condemns Russia's invasion of Ukraine
as a breach of international law and a threat to regional and
global security;
(2) the United States expresses unwavering support for
Ukraine's sovereignty, territorial integrity, and the right of
its people to live free from external aggression;
(3) the United States stands with its international
partners in condemning the invasion and calls for a united
response to hold Russia accountable for its actions;
(4) the United States calls on Russia to immediately cease
all hostilities, withdraw its forces from Ukrainian territory,
and engage in diplomatic efforts to peacefully resolve the
conflict;
(5) the United States encourages its allies and partners to
take appropriate measures, including diplomatic, economic, and
humanitarian actions, to continue to support Ukraine and
address the crisis;
(6) the United States expresses its commitment to working
with the international community to provide humanitarian
assistance to those affected by the conflict and to help
rebuild and stabilize the region;
(7) the Russian Federation bears responsibility for the
financial burden of the reconstruction of Ukraine and for
countless other costs associated with the illegal invasion of
Ukraine by the Russian Federation that began on February 24,
2022;
(8) the United States must protect taxpayers by utilizing,
to the fullest extent, the current cache of seized Russian
assets for the reconstruction of Ukraine; and
(9) Congress calls on the President of the United States
to--
(A) engage with international partners to develop a
coordinated and effective response to the crisis,
including the further imposition of targeted sanctions
against individuals and entities responsible for the
invasion and aggression;
(B) use diplomatic channels to engage with Russia
and other relevant parties to achieve a peaceful
resolution to the conflict and ensure Ukraine's
sovereignty and territorial integrity;
(C) advocate for the establishment of an
international mechanism to assess the damages caused by
the invasion and determine a fair and just amount of
reparations to be paid by Russia;
(D) pressure Russia to contribute to the
reparations fund using its sovereign assets abroad,
including but not limited to sovereign funds,
properties, and other assets; and
(E) coordinate with international partners to
ensure that the reparations fund is transparently
managed and disbursed to support Ukraine's recovery and
reconstruction efforts.
