                                 A BILL


 
  To amend the National Voter Registration Act of 1993 to clarify the 
 authority of States to remove individuals from the official lists of 
          eligible voters on the basis of citizenship status.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``National Motor Voter Clarification 
Act''.

SEC. 2. CLARIFICATION OF AUTHORITY OF STATES TO REMOVE INDIVIDUALS FROM 
              OFFICIAL VOTER LISTS ON BASIS OF CITIZENSHIP STATUS.

    (a) Clarification of Grounds for Removal.--Section 8(a)(3) of the 
National Voter Registration Act of 1993 (52 U.S.C. 20507(a)(3)) is 
amended--
            (1) by striking ``or'' at the end of subparagraph (B);
            (2) by redesignating subparagraph (C) as subparagraph (D); 
        and
            (3) by inserting after subparagraph (B) the following new 
        subparagraph:
                    ``(C) by reason of citizenship status; and''.
    (b) Clarification Under Removal Programs.--Section 8(a)(4) of such 
Act (52 U.S.C. 20507(a)(4)) is amended--
            (1) by striking ``or'' at the end of subparagraph (A);
            (2) by striking the semicolon at the end of subparagraph 
        (B) and inserting ``; or''; and
            (3) by adding at the end the following new subparagraph:
                    ``(C) a change in citizenship status;''.
    (c) Conforming Amendment.--Section 8(c)(2)(B)(i) of such Act (52 
U.S.C. 20507(c)(2)(B)(i)) is amended by striking ``paragraph (3) (A) or 
(B) or (4)(A) of subsection (a)'' and inserting ``paragraph (3) or (4) 
of subsection (a)''.
