A BILL
To sunset the Office of the Special Inspector General for Afghanistan
Reconstruction, to provide that employees of the Office are eligible
for the Interagency Career Transition Assistance Program, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Sunsetting the Inspector General for
Afghanistan Reconstruction Act'' or the ``SIGAR Act''.
SEC. 2. SUNSET AND TRANSITION ASSISTANCE FOR OFFICE OF THE SPECIAL
INSPECTOR GENERAL FOR AFGHANISTAN RECONSTRUCTION.
(a) Sunset.--Section 1229(o)(1) of the National Defense
Authorization Act for Fiscal Year 2008 (5 U.S.C. 415 note) is amended
by striking ``terminate 180 days'' and all that follows through the
period at the end and inserting ``terminate on January 31, 2026.''.
(b) Eligibility for ICTAP.--Any individual who is an employee of
the Office of the Special Inspector General for Afghanistan
Reconstruction on the date of the enactment of this section shall be--
(1) eligible for appointment under the Interagency Career
Transition Assistance Program under subpart G of part 330 of
title 5, Code of Federal Regulations (or any successor
regulation), subject to the terms and conditions of such
Program;
(2) considered to be displaced and ICTAP eligible as those
terms are defined in section 330.702 of such subpart (or any
successor regulation) for purposes of the Program; and
(3) considered to have established proof of eligibility
under section 330.710 of such subpart (or any successor
regulation) for the purposes of the Program.
(c) Transfer of Funds.--Any unobligated funds available for such
Office on February 1, 2026, may be transferred to and merged with any
available account under any Act making appropriations for the
Department of State, foreign operations, and related programs. In
carrying out any such transfer, the Secretary of State shall consult
with the Committees on Appropriations and Foreign Relations of the
Senate and the Committees on Appropriations and Foreign Affairs of the
House of Representatives.
