Gomez) introduced the following bill; which was referred to the

A BILL
To increase the percentage of authorized units that a public housing
agency may use for PHA project-based assistance, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Housing Access Improvement Act''.
SEC. 2. PHA PROJECT-BASED ASSISTANCE .
(a) In General.--Section 8(o)(13)(B) of the United States Housing
Act of 1937 (42 U.S.C. 1437f(o)(13)(B)) is amended--
(1) in clause (i), by striking ``20 percent'' and inserting
``30 percent''; and
(2) in clause (ii)--
(A) by striking ``A public housing agency may'' and
inserting the following:
``(I) With respect to homeless
persons and families.--A public housing
agency may''; and
(B) by adding at the end the following:
``(II) As approved by the
secretary.--Notwithstanding clause (i)
and subclause (II), the Secretary may,
at the request of a public housing
agency, allow such public housing
agency to use additional units for
project-based assistance under this
paragraph.''.
(b) Rulemaking.--The Secretary of Housing and Urban Development
shall, not later than 90 days after the date on which the amendments
made by subsection (a) take effect, issue such rules and guidance as
the Secretary determines necessary to carry out section
8(o)(13)(B)(ii)(II) of the United States Housing Act of 1937, as added
by subsection (a).
(c) Effective Date.--The amendments made by subsection (a) shall
take effect beginning in the first fiscal year that begins after the
date of the enactment of this Act.
