 To amend title 5, United States Code, to provide for a 6 month delay 
                  before a final rule may take effect.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Regulatory Cooling Off Act of 
2024''.

SEC. 2. DELAY IN EFFECTIVE DATE OF RULES.

    Title 5, United States Code, is amended as follows:
            (1) In section 553--
                    (A) in subsection (c), by inserting ``, for a 
                period of not less than 60 days,'' before ``interested 
                persons'';
                    (B) in subsection (d), by striking ``30 days'' and 
                inserting ``6 months''; and
                    (C) by adding at the end the following:
    ``(f) The agency shall submit a finalized rule to Congress for 
referral to each committee of jurisdiction in each House of Congress 
not later than 6 months prior to the effective date of the rule.
    ``(g) The agency shall publish notice in the Federal Register on 
the date that a finalized rule takes effect.
    ``(h) The agency shall post on the website of such agency a final 
rule or proposed rule not less than 24 hours before such final rule or 
proposed rule is published in the Federal Register pursuant to this 
section.''.
            (2) In section 702, by adding at the end the following: 
        ``An action under this section may be brought before the 
        district court where the plaintiff resides or before any court 
        for a district where the agency has an office.''.
            (3) In section 801--
                    (A) in subsection (a)(1)(A), by inserting after 
                ``shall submit to each House of the Congress'' the 
                following: ``not later than the date that is 6 months 
                prior to the effective date of such rule''; and
                    (B) in subsection (a)(3), by striking ``60 days'' 
                and inserting ``6 months (unless the Congress enacts a 
                joint resolution or other measure explicitly approving 
                the rule)''.
