Mr. Ogles introduced the following bill; which was referred to the
Committee on Appropriations, and in addition to the Committee on
Foreign Affairs, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To make certain funds available to provide assistance under the Robert
T. Stafford Disaster Relief and Emergency Assistance Act in response to
Hurricane Helene and Hurricane Milton, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Build America First Act''.
SEC. 2. FUNDING PROHIBITION.
Beginning on the date of the enactment of this Act, no Federal
funds are authorized to be appropriated or otherwise to carry out the
following provisions of the Foreign Assistance Act:
(1) Section 667 (operating expenses).
(2) Sections 103, 105, 106, 214, and section 251 through
255, and chapter 10 of part I of the Foreign Assistance Act
(development assistance).
SEC. 3. TRANSFER OF APPROPRIATIONS.
The unobligated balance of all amounts appropriated or otherwise
made available to carry out the provisions of the Foreign Assistance
Act described in Section 2 of this Act shall be transferred to and
merged with amounts otherwise made available to provide assistance
under the Robert T. Stafford Disaster Relief and Emergency Assistance
Act (42 U.S.C. 5121 et seq.) in response to Hurricane Helene and
Hurricane Milton.
