To require annual reports on bonuses awarded to career Senior Executive 
               Service employees, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act maybe cited as the ``Boosting Openness and Notable 
Understanding of Salaries Transparency Act'' or the ``BONUS 
Transparency Act''.

SEC. 2. ANNUAL REPORTS ON PERFORMANCE AWARDS FOR CAREER SENIOR 
              EXECUTIVE SERVICE EMPLOYEES.

    (a) Report.--Not later than 90 days after the end of each fiscal 
year beginning with fiscal year 2024, the head of each agency of the 
executive branch of Government shall submit a report to Congress on 
performance awards paid to career appointees of such agency. Each such 
report shall include, with respect to any performance award paid during 
the most recently ended fiscal year--
            (1) the total number of performance awards paid to career 
        appointees of the agency;
            (2) the name, job title, and annual rate of pay of any 
        career appointee paid a performance award;
            (3) the amount of each performance award so paid; and
            (4) the appropriations accounts from which amounts were 
        used to pay such a performance award.
    (b) Definitions.--In this section--
            (1) the term ``career appointee'' has the meaning given 
        that term in section 3132(a) of title 5, United States Code; 
        and
            (2) the term ``performance award'' includes any performance 
        award paid by the Government, including any bonus or award 
        (including retention and recruitment bonuses) under chapter 45 
        or 53 of such title 5.
