 To amend title 5, United States Code, to address telework for Federal 
                   employees, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Show Up to Work Act''.

SEC. 2. TELEWORK.

    (a) In General.--Section 6502(b)(2) of title 5, United States Code, 
is amended--
            (1) in subsection (A), by striking ``and'' at the end; and
            (2) by adding at the end the following:
                    ``(C) shall be reviewed on a quarterly basis and be 
                subject to the approval of the head of the executive 
                agency; and
                    ``(D) provides that an employee may not telework 
                for more than 25 percent of the workdays of the 
                employee per pay period, except that this limitation 
                may be waived by the head of the executive agency on an 
                individual basis if the head of the agency certifies in 
                writing to the House Committee on Oversight and 
                Accountability and the Senate Committee on Homeland 
                Security and Government Affairs that additional 
                telework for that individual will improve agency 
                efficiency and performance and provides in writing to 
                the committees an explanation of why it will do so in 
                that employee's case.''.
    (b) Rule of Construction.--Nothing in this Act shall be construed 
to provide any employee with a right to telework or to prohibit the 
head of any agency from further restricting telework.
    (c) Effective Date.--The amendments made in subsection (a) shall 
take effect on the date that is 180 days after the date of enactment of 
this Act.
