To require the Secretary of Labor to withdraw a proposed rule relating 
to certificates issued under section 14(c) of the Fair Labor Standards 
                              Act of 1937.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Continuing Opportunities for People 
with Disabilities to Excel Act''.

SEC. 2. WITHDRAWAL OF PROPOSED RULE RELATING TO SECTION 14(C) 
              CERTIFICATES.

    The Secretary of Labor shall withdraw the proposed rule titled 
``Employment of Workers With Disabilities Under Section 14(c) of the 
Fair Labor Standards Act'' (89 Fed. Reg. 96466; published December 4, 
2024).
