To amend title 5, United States Code, to establish St. Patrick's Day as 
                           a Federal holiday.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``St. Patrick's Day Act''.

SEC. 2. ST. PATRICK'S DAY.

    Section 6103(a) of title 5, United States Code, is amended by 
inserting after the item relating to Washington's Birthday the 
following:
            ``St. Patrick's Day.''.
