                                 A BILL


 
To accelerate the applicability of the requirement that the Director of 
  the Centers for Disease Control and Prevention be appointed by the 
           President, by and with the consent of the Senate.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``CDC Leadership Accountability Act of 
2023''.

SEC. 2. ACCELERATING APPLICABILITY OF REQUIREMENT THAT CDC DIRECTOR BE 
              CONFIRMED BY SENATE.

    Subsection (b) of section 2101 of division FF of the Consolidated 
Appropriations Act, 2023 (Public Law 117-328) is amended to read as 
follows:
    ``(b) Applicability.--
            ``(1) In general.--The first sentence of section 305(a) of 
        the Public Health Service Act, as added by subsection (a), 
        applies with respect to any Director of the Centers for Disease 
        Control and Prevention appointed on or after June 1, 2023.
            ``(2) Special rule.--Any individual appointed during the 
        period beginning on June 1, 2023, and ending on the date of 
        enactment of this Act to serve as the Director of the Centers 
        for Disease Control and Prevention is deemed to be serving in 
        an acting capacity until the requirements of the first sentence 
        of section 305(a) of the Public Health Service Act, as added by 
        subsection (a), are met.''.
