                                 A BILL


 
  To amend the Omnibus Crime Control and Safe Streets Act of 1968 to 
       authorize the use of COPS grants for recruitment efforts.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Investing in Community Safety Act of 
2023''.

SEC. 2. RECRUITMENT OF LAW ENFORCEMENT OFFICERS.

    Section 1701 of the Omnibus Crime Control and Safe Streets Act of 
1968 (34 U.S.C. 10381) is amended--
            (1) in subsection (b)--
                    (A) by redesignating paragraphs (22) and (23) as 
                paragraphs (23) and (24); and
                    (B) by inserting after paragraph (21) the 
                following:
            ``(22) recruiting efforts, including related travel 
        expenses, marketing expenses, retention bonuses, and targeted 
        community outreach events;''; and
            (2) in subsection (c)--
                    (A) in paragraph (2)(C), by striking ``or'' at the 
                end;
                    (B) in paragraph (3)(B), by striking the period at 
                the end and inserting ``; or''; and
                    (C) by adding at the end the following:
            ``(4) for recruiting efforts from an applicant--
                    ``(A) that has experienced a history of high 
                violent crime rates that may have an adverse effect on 
                recruitment; or
                    ``(B) a history of persistent recruitment 
                shortfalls.''.
