To amend title 18, United States Code, to require serial numbers to be 
            engraved on ammunition, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Ammo Identification Act of 2023''.

SEC. 2. SERIAL NUMBERS REQUIRED FOR AMMUNITION.

    (a) Licensing.--Section 923(a) of title 18, United States Code, is 
amended by striking the first sentence and inserting the following: 
``No person shall engage in business as a firearms or ammunition 
importer, manufacturer, or dealer until he has filed an application 
with, and received a license to do so from, the Attorney General.''.
    (b) Ammunition Identification.--Section 923(i) of title 18, United 
States Code, is amended--
            (1) by striking ``(i) Licensed importers and licensed 
        manufacturers'' and inserting the following:
    ``(i)(1) Licensed importers and licensed manufacturers''; and
            (2) by adding at the end the following:
    ``(2) Licensed importers and licensed manufacturers shall identify, 
by means of a serial number engraved on each item of ammunition, in 
such manner as the Attorney General shall by regulations prescribe, 
each item of ammunition imported or manufactured by such importer or 
manufacturer.''.
    (c) Recordkeeping.--Section 923(g)(1) of such title is amended--
            (1) in subparagraph (A)--
                    (A) in the first sentence, by inserting ``and 
                ammunition'' after ``firearms''; and
                    (B) in the third sentence, by striking ``or 
                manufacturer'' and inserting ``, manufacturer, or 
                dealer''; and
            (2) in subparagraph (B)(iii), by inserting ``or items of 
        ammunition'' after ``firearms''.
    (d) Gun Shows.--Section 923(j) of such title is amended in each of 
the 2nd and 5th sentences by inserting ``and ammunition'' after 
``firearms''.

SEC. 3. APPLICABILITY.

    The amendments made by this Act shall apply to conduct occurring on 
or after the date that is 2 years after the date of enactment of this 
Act.
