   To amend title XIX of the Social Security Act to ensure enhanced 
Federal funding made available to States under the Medicaid program is 
            equitably distributed to political subdivisions.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Preserving Local Medicaid Access Act 
of 2023''.

SEC. 2. ENSURING ENHANCED FEDERAL FUNDING MADE AVAILABLE TO STATES 
              UNDER THE MEDICAID PROGRAM IS EQUITABLY DISTRIBUTED TO 
              POLITICAL SUBDIVISIONS.

    (a) In General.--Section 1905(cc) of the Social Security Act (42 
U.S.C. 1396d(cc)) is amended, in the first sentence, by inserting ``, 
and shall not be so eligible unless, with respect to amounts received 
by the State attributable to such increases, the State agrees to 
distribute to each such subdivision an amount that bears the same ratio 
to such amounts received as such contribution of such subdivision bears 
to such non-Federal share of expenditures'' before the period.
    (b) Effective Date.--The amendment made by subsection (a) shall 
apply with respect to increases in the Federal medical assistance 
percentage of a State for medical assistance furnished in calendar 
quarters beginning on or after October 1, 2022.
