To amend the Agricultural Act of 2014 to authorize emergency assistance 
          for high value crop losses, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Restore Agricultural Investment, 
Stability, and Expansion Act of 2023'' or the ``RAISE Act of 2023''.

SEC. 2. EMERGENCY ASSISTANCE FOR HIGH VALUE CROP LOSSES.

    Subtitle E of the Agricultural Act of 2014 (7 U.S.C. 9081 et seq.) 
is amended by adding at the end the following:

``SEC. 1502. EMERGENCY ASSISTANCE FOR HIGH VALUE CROP LOSSES.

    ``(a) In General.--The Secretary may carry out a program to make 
payments to producers of high value crops (including citrus) for losses 
of revenue or losses of quality or production of such crops as a 
consequence of a drought, wildfire, hurricane, flood, derecho, 
excessive heat, tornado, winter storm, freeze (including a polar 
vortex), smoke exposure, or excessive moisture.
    ``(b) Block Grants.--The program established pursuant to subsection 
(a) may be carried out through block grants to States and 
territories.''.
