                                 A BILL


 
 To amend the Help America Vote Act of 2002 to require the District of 
   Columbia to accept a current and valid photo identification of an 
 individual which is issued by a Tribal Government for the purposes of 
registering to vote and voting in a District of Columbia election, and 
                          for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``American Confidence in Elections: 
District of Columbia Tribal Voter Identification Act''.

SEC. 2. PROHIBITION ON RANKED CHOICE VOTING WITH RESPECT TO DISTRICT OF 
              COLUMBIA ELECTIONS.

    (a) Requirements.--Title III of the Help America Vote Act of 2002 
(52 U.S.C. 21081 et seq.) is amended--
            (1) by redesignating sections 304 and 305 as sections 305 
        and 306, respectively; and
            (2) by inserting after section 303 the following new 
        section:

``SEC. 304. REQUIRING THE ACCEPTANCE OF A TRIBAL GOVERNMENT ISSUED 
              PHOTO IDENTIFICATION WITH RESPECT TO A DISTRICT OF 
              COLUMBIA ELECTION.

    ``(a) In General.--With respect to an individual submitting an 
application to register to vote, receiving a ballot, or casting a voted 
ballot in a District of Columbia election, the District of Columbia 
shall accept any current and valid photo identification of the 
individual which is issued by a Tribal Government as sufficient to meet 
any identification requirements for such purposes.
    ``(b) Definitions.--For the purposes of this section, the following 
definitions apply:
            ``(1) District of columbia election.--The term `District of 
        Columbia election' means any election for public office in the 
        District of Columbia, including an election for Federal office, 
        and any ballot initiative or referendum.
            ``(2) Indian tribe.--The term `Indian Tribe' has the 
        meaning given the term `Indian tribe' in section 4 of the 
        Indian Self-Determination and Education Assistance Act (25 
        U.S.C. 5304).
            ``(3) Tribal government.--The term `Tribal Government' 
        means the recognized governing body of an Indian Tribe.''.
    (b) Conforming Amendment Relating to Enforcement.--Section 401 of 
the Help America Vote Act of 2002 (52 U.S.C. 21111) is amended by 
striking ``and 303'' and inserting ``303, and 304''.
    (c) Clerical Amendment.--The table of contents of such Act is 
amended--
            (1) by redesignating the items relating to sections 304 and 
        305 as relating to sections 305 and 306, respectively; and
            (2) by inserting after the item relating to section 303 the 
        following new item:

``Sec. 304. Requiring the acceptance of a Tribal Government issued 
                            identification with respect to a District 
                            of Columbia election.''.
