 To require the Secretary of the Interior to withdraw a proposed rule 
   relating to the endangered species status of the dunes sagebrush 
                                lizard.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Limiting Incredulous Zealots Against 
Restricting Drilling Act'' or the ``LIZARD Act''.

SEC. 2. WITHDRAWAL OF PROPOSED RULE RELATING TO ENDANGERED SPECIES 
              STATUS OF DUNES SAGEBRUSH LIZARD.

    The Secretary of the Interior, acting through the Director of the 
United States Fish and Wildlife Service--
            (1) shall, upon the date of the enactment of this Act, 
        withdraw the proposed rule entitled ``Endangered and Threatened 
        Wildlife and Plants; Endangered Species Status for the Dunes 
        Sagebrush Lizard'' (88 Fed. Reg. 42661 (July 3, 2023)); and
            (2) may not take any action to finalize, implement, or 
        enforce the proposed rule described in paragraph (1) or any 
        substantially similar rule.
