To prohibit expending Federal funds for the Special Counsel's Office of 
                             John L. Smith.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITION ON EXPENDING FUNDS FOR SPECIAL COUNSEL.

    No funds authorized or appropriated by Federal law, and none of the 
funds in any trust fund to which funds are authorized or appropriated 
by Federal law, shall be expended for the Special Counsel's Office of 
John L. Smith.
