A BILL
To prohibit foreign nations from owning certain facilities, buildings,
and land.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protection of American Land Act of
2023''.
SEC. 2. PROHIBITION AGAINST FOREIGN NATIONS OWNING CERTAIN FACILITIES,
BUILDINGS, AND LAND.
(a) Prohibition.--Notwithstanding any other provision of law, a
foreign nation may not--
(1) establish a police or State sponsored security
facility;
(2) own or purchase a State sponsored government building
in the United States; or
(3) own or purchase land in the United States.
(b) Compensation Provided.--Notwithstanding any other provision of
law, if a foreign nation owns a facility, building, or land described
in subsection (a), such foreign nation shall be provided market-rate
compensation for such facility, building, or property within two years
of the date of the enactment of this Act by the Secretary of Treasury.
(c) Return Required.--Notwithstanding any other provision of law, a
foreign nation owning a facility, building, or land described in
subsection (a) such foreign nation shall return such facility,
building, or land to the United States Government.
(d) No Liability.--Notwithstanding any other provision of law, the
United States Government shall not be liable for any violation of
contracts that occur as a result of this Act.
(e) Definitions.--In this section:
(1) Foreign nation.--The term ``foreign nation'' includes a
foreign nation, a State sponsored entity, or a government
official of a foreign nation.
(2) Police or state sponsored security facility.--The term
``police or State sponsored security facility'' means a
facility that conducts security, espionage, acts of law
enforcement, or surveillance on United States citizens.
(3) State sponsored government building.--The term ``State
sponsored government building'' means a building owned by a
foreign nation.
