 To provide for limitations on the Optional Practical Training Program.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Americans First OPT Reform Act of 
2023''.

SEC. 2. LIMITATIONS ON OPTIONAL PRACTICAL TRAINING PROGRAM.

    The Secretary of Homeland Security shall by rule provide that 
participation in the Optional Practical Training Program by any alien 
shall be limited to a period of 4 months, without any extension. The 
following shall be ineligible to be provided employment authorization 
in the United States pursuant to the Optional Practical Training 
Program or otherwise to participate in such program:
            (1) Any alien with a degree or working in a sensitive 
        field, including national security, infrastructure, 
        telecommunications, and military-related fields.
            (2) Any alien who is employed by, funded by, or otherwise 
        affiliated with any entity owned or controlled by the Communist 
        Party of China.
