A BILL
To require the Secretary of State to submit a report on security
threats in Lebanon, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Strategic Lebanon Security Reporting
Act''.
SEC. 2. ADDRESSING SECURITY THREATS IN LEBANON.
(a) Report on the Lebanese Armed Forces, Implementation of United
Nations Security Council Resolution 1701, and Addressing Security
Threats in Lebanon.--Not later than 90 days after the date of enactment
of this Act, the Secretary of State shall submit to the appropriate
congressional committees a report--
(1) identifying the extent of Hezbollah's influence within
the legislative, judicial, and financial institutions of
Lebanon;
(2) describing military activities conducted by the
Lebanese Armed Forces (referred to in this section as the
``LAF'') to fully implement and comply with United Nations
Security Council Resolution (UNSCR) 1701 (2006) and successor
resolutions;
(3) describing the extent of Iranian and Syrian influence
in Lebanon, as well as the capability of Hezbollah with respect
to its stockpile of weapons;
(4) describing the capability of the LAF with respect to
defending Lebanon's border from threats from Syria; and
(5) describing the steps taken by the LAF to prevent
refoulement of Syrians back to Syria and the gross violations
of internationally recognized human rights associated with the
forced return of refugees to Syria.
(b) Form.--The report required by subsection (a) shall be submitted
in an unclassified form but may contain a classified annex if the
Secretary of State determines such is appropriate and if such
classified annex is transmitted separately from the unclassified
report.
(c) Definition.--In this section, the term ``appropriate
congressional committees'' means--
(1) the Committee on Foreign Affairs and the Committee on
Appropriations of the House of Representatives; and
(2) the Committee on Foreign Relations and the Committee on
Appropriations of the Senate.
