                                 A BILL


 
To prohibit authority to provide financial assistance for, or approve, 
 tolling on Interstate Route 5 or Interstate Route 205 in the State of 
                 Oregon under certain tolling programs.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Tolls on Oregon Roads Act of 
2023''.

SEC. 2. PROHIBITION ON USE OF FUNDS FOR TOLLING ON INTERSTATE ROUTE 5 
              OR INTERSTATE ROUTE 205.

    (a) Congestion Relief Program.--Section 129(d)(6) of title 23, 
United States Code, is amended by adding at the end the following:
                    ``(D) Exception.--The Secretary shall not allow the 
                use of tolls on Interstate Route 5 or Interstate Route 
                205 in the State of Oregon as part of a project carried 
                out with a grant under the program.''.
    (b) Toll Roads, Bridges, Tunnels, and Ferries.--Section 129 of 
title 23, United States Code, is amended by adding at the end the 
following:
    ``(e) Prohibition on Tolling on Certain Interstates.--
Notwithstanding this section or any other provision of law, the 
Secretary may not approve Federal participation in the tolling of 
Interstate Route 5 or Interstate Route 205 in the State of Oregon.''.
    (c) Value Pricing Pilot Program.--Section 1012(b)(4) of the 
Intermodal Surface Transportation Efficiency Act of 1991 (23 U.S.C. 129 
note(b)) is amended by inserting ``, except that the Secretary shall 
not allow tolling of Interstate Route 5 or Interstate Route 205 in the 
State of Oregon'' before the period at the end.
