Mr. Bean of Florida (for himself, Mrs. Miller of Illinois, and Mr.
Moran) introduced the following bill; which was referred to the
Committee on Education and the Workforce, and in addition to the
Committee on Appropriations, for a period to be subsequently determined
by the Speaker, in each case for consideration of such provisions as
fall within the jurisdiction of the committee concerned

A BILL
To freeze hiring activity for the Department of Education, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Fostering Resource Efficiency in
Education by Zero Employment Act'' or the ``FREEZE Act''.
SEC. 2. HIRING FREEZE AND OTHER LIMITATIONS.
(a) In General.--Beginning on the date of the enactment of this
Act--
(1) no individual may be appointed to any position within
the Department of Education; and
(2) no new position may be established at the Department of
Education.
(b) Rescission of Excess Sums.--There is permanently rescinded,
from the unobligated balance of all amounts appropriated or otherwise
made available for the salaries and expenses of the Department of
Education as of the date of the enactment of this Act, such sums as may
be in excess of the amount required to cover the salary or expenses of
each person employed by the Department as of such date of enactment.
(c) Limitation on the Use of Funds.--No Federal funds may be
obligated or expended for the salary of any position or employee in
violation of subsection (a).
