A BILL
To maintain in effect certain sanctions imposed with respect to Iraq in
the event of a termination of the applicable declared national
emergency, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. CONTINUATION OF SANCTIONS IMPOSED.
Notwithstanding any termination of the national emergency declared
by the finding of the President on May 22, 2003, in Executive Order
13303 (68 Fed. Reg. 31929; relating to protecting the development fund
for Iraq and certain other property in which Iraq has an interest),
including a statutory termination taking effect on or after the date of
this Act--
(1) no person included in the List of Specially Designated
Nationals and Blocked Persons maintained by the Office of
Foreign Assets Control of the Department of the Treasury under
the ``IRAQ2'' or ``IRAQ3'' programs may be removed from such
List solely as a result of such termination; and
(2) no sanction imposed with respect to a person described
in paragraph (1) may be waived solely as a result of such
termination.
