                                 A BILL


 
To amend the Foreign Relations Authorization Act, Fiscal Years 1990 and 
   1991 to expand the President's authority to deny any individual's 
   admission to the United States as a representative to the United 
                                Nations.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Blocking the Entry of Malign Actors 
Act''.

SEC. 2. AMENDMENT TO THE FOREIGN RELATIONS AUTHORIZATION ACT, FISCAL 
              YEARS 1990 AND 1991.

    Section 407(a)(1) of the Foreign Relations Authorization Act, 
Fiscal Years 1990 and 1991 (Public Law 101-246; 8 U.S.C. 1102 note), is 
amended by striking ``and'' at the end and by inserting ``or''.
