                                 A BILL


 
 To prohibit institutions of higher education from mandating COVID-19 
                    vaccines for students or staff.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Vaccine Mandates in Higher 
Education Act''.

SEC. 2. PROHIBITION ON COVID-19 VACCINE MANDATES IN HIGHER EDUCATION.

    (a) Prohibition.--No Federal funds may be made available to any 
institution of higher education that requires its students or staff to 
receive a COVID-19 vaccine as a condition of enrollment or employment, 
or receiving any benefit, service, or contract.
    (b) Institution of Higher Education Defined.--In this Act, the term 
``institution of higher education'' has the meaning given the term in 
section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002).
