Committee on Transportation and Infrastructure, and in addition to the
Committee on Energy and Commerce, for a period to be subsequently
determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

A BILL
To establish an Office of Public Engagement within the Pipeline and
Hazardous Materials Safety Administration.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. OFFICE OF PUBLIC ENGAGEMENT.
(a) In General.--Not later than 1 year after the date of enactment
of this Act, the Administrator of the Pipeline and Hazardous Materials
Safety Administration shall establish an office within the
Administration known as the Office of Public Engagement (in this
section referred to as the ``Office'').
(b) Purpose.--The purpose of the Office is to proactively engage
with pipeline stakeholders, including the public, to promote the
adoption and increased use of safety programs and activities, provide
technical expertise, raise awareness to continuously improve pipeline
safety, and to assist the public with inquiries regarding pipeline
safety.
(c) Location.--The Office shall be located in an appropriate
location within the Administration as determined by the Administrator.
(d) Director.--The Office shall be administered by a Director. The
Director--
(1) shall be appointed by the Administrator, or the
Administrator's designee;
(2) shall be responsible for the discharge of the functions
and duties of the Office;
(3) may assign the duties of employees of the Office;
(4) shall coordinate active and ongoing assistance and
engagement with the public with respect to the authorities
exercised by the Administration; and
(5) shall ensure such Office initiates programs accessible
to the public, including language access and auxiliary aids and
services.
(e) Funding.--There are authorized to be appropriated to the
Secretary $12,000,000, for each of the fiscal years 2024 through 2027
to establish the Office.
