To direct the Comptroller General of the United States to submit to the 
   congressional defense committees a report on the honor codes and 
        related adjudicatory processes of the Service Academies.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Military Academy Honor and Conduct 
Act''.

SEC. 2. GAO REPORT ON HONOR CODES AND RELATED ADJUDICATORY PROCESSES OF 
              THE SERVICE ACADEMIES.

    (a) Report Required.--Not later than February 1, 2024, the 
Comptroller General of the United States shall submit to the 
congressional defense committees an updated version of the 1995 report 
titled ``Department of Defense Service Academies: Comparison of Honor 
and Conduct Adjudicatory Processes''. In such updated report, the 
Comptroller General shall include the following elements:
            (1) A comparison of the honor and conduct systems at each 
        Service Academy, including punishments given for misconduct and 
        performance issues.
            (2) A description of how such systems provide due process 
        protections for a cadet or midshipman.
            (3) A comparison of such systems to processes regarding 
        military misconduct and the Uniform Code of Military Justice.
            (4) Whether certain honor or misconduct issues are included 
        in the military service record of a cadet or midshipman who is 
        commissioned as an officer in the Armed Forces upon graduation.
            (5) A description of how each Service Academy measures 
        student conduct and performance trends.
            (6) A description of the attitudes and perceptions of 
        cadets and midshipmen regarding such systems.
            (7) Recommendations of the Comptroller General regarding 
        how to improve such systems.
    (b) Definitions.--In this section:
            (1) The term ``congressional defense committees'' has the 
        meaning given such term in section 101 of title 10, United 
        States Code.
            (2) The term ``Service Academy'' has the meaning given such 
        term in section 347 of title 10, United States Code.
