A BILL
To amend title 38, United States Code, to direct the Secretary of
Veterans Affairs to provide additional information about certain
postsecondary educational institutions to individuals entitled to
educational assistance under the laws administered by such Secretary.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Transparency for Student Veterans
Act of 2023''.
SEC. 2. ADDITIONAL INFORMATION PROVIDED BY DEPARTMENT OF VETERANS
AFFAIRS ABOUT CERTAIN POSTSECONDARY EDUCATIONAL
INSTITUTIONS; MEMORANDUM OF UNDERSTANDING.
(a) Additional Information To Be Provided.--Section 3698 of title
38, United States Code, is amended--
(1) in subsection (c)(1)(C)--
(A) in clause (vi), by inserting ``, including
programs of education leading to a certificate or
professional license at such institution'' after
``higher learning'';
(B) by redesignating clauses (ix) through (xv) as
clauses (xiv) through (xix), respectively; and
(C) by inserting after clause (viii) the following
new clauses:
``(ix) the rates at which veterans and members--
``(I) re-enroll at the institution after
completing the first year of covered education;
and
``(II) complete covered education;
``(x) the number of veterans or members who
completed covered education at the institution leading
to--
``(I) a degree, dissaggregated by type of
degree, including--
``(aa) an associate degree;
``(bb) a bachelor's degree; and
``(cc) a postbaccalaureate degree;
and
``(II) a certificate or professional
license, disaggregated by type of certificate
or professional license;
``(xi) the average length of time for a veteran or
member to complete covered education at the
institution--
``(I) leading to a degree; and
``(II) leading to a certificate or
professional license;
``(xii) for each covered education at the
institution, the average annual salary of a veteran or
member who completed such covered education;'';
(2) in subsection (c)(2)--
(A) by striking ``(2) To the extent practicable''
and inserting ``(2)(A) To the extent practicable, and
except as provided in subparagraph (B)''; and
(B) by adding at the end the following new
subparagraph:
``(B) The Secretary shall provide the information described
in clause (xii) of paragraph (1) by including a hyperlink to a
database containing such information on the Internet website of
the Department.''; and
(3) in subsection (f)--
(A) by redesignating paragraphs (1) through (4) as
paragraphs (2) through (5), respectively; and
(B) by inserting before paragraph (2) (as so
redesignated) the following new paragraph:
``(1) The term `covered education' has the meaning, with
respect to a veteran or member, given such term in section
3691A of this title.''.
(b) Memorandum of Understanding Required.--Not later than two years
after the date of the enactment of this Act, the Secretary of Veterans
Affairs shall seek to enter into a memorandum of understanding with the
Secretary of Education and the heads other relevant Federal agencies,
as the Secretary of Veterans Affairs determines appropriate, to obtain
information on outcomes with respect to individuals entitled to
educational assistance under the laws administered by the Secretary of
Veterans Affairs attending educational institutions.
