To amend the State Department Basic Authorities Act of 1956 to provide 
     for a crisis evacuation loan program, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. CRISIS EVACUATION LOAN PROGRAM.

    Section 4 of the State Department Basic Authorities Act of 1956 (22 
U.S.C. 2671) is amended--
            (1) in subsection (b)(2)(A)(ii), by striking ``, on a 
        reimbursable basis to the maximum extent practicable,'' and all 
        that follows and inserting a semicolon; and
            (2) in subsection (d), by striking ``repatriations loan 
        program'' and inserting ``crisis evacuation loan program''.

SEC. 2. TRANSFER OF FUNDING.

    Notwithstanding any other provision of law, amounts made available 
to carry out the Department of Homeland Security's Shelter and Services 
Program shall be made available to the Department of State to carry out 
section 4(b)(2)(A)(ii) of the State Department Basic Authorities Act of 
1956 (22 U.S.C. 2671(b)(2)(A)(ii)), as amended by section 1(1).
