  Mr. Mills (for himself and Mr. Issa) introduced the following bill; 
which was referred to the Committee on Foreign Affairs, and in addition 
  to the Committee on Armed Services, for a period to be subsequently 
   determined by the Speaker, in each case for consideration of such 
 provisions as fall within the jurisdiction of the committee concerned

To modify the scope of the Office of the Special Inspector General for 
                      Afghanistan Reconstruction.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. MODIFICATIONS TO THE OFFICE OF THE SPECIAL INSPECTOR GENERAL 
              FOR AFGHANISTAN RECONSTRUCTION.

    Section 1229(m)(1)(B) of the National Defense Authorization Act for 
Fiscal Year 2008 (Public Law 110-181; 5 App.) is amended by striking 
``the reconstruction of Afghanistan'' and inserting ``assistance for 
the benefit of the Afghan people''.
