A BILL
To direct the Secretary of Defense to report on the Military OneSource
program of the Department of Defense.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Military OneSource Transparency
Act''.
SEC. 2. REPORTS ON MILITARY ONESOURCE.
(a) First Report.--Not later than 180 days after the date of the
enactment of this Act, the Secretary of Defense shall submit to the
Committees on Armed Services of the Senate and House of Representatives
a report regarding the Military OneSource program of the Department of
Defense. Such report under shall include the following elements:
(1) A history of the program, including origin,
development, and expansion.
(2) An accounting of costs to the Federal Government to
operate the program during fiscal years 2019 through 2023.
(3) Use of the program during fiscal years 2019 through
2023, including--
(A) the total number of individuals who used the
program, disaggregated by whether such use was through
a phone call or the website;
(B) the number of members of the Armed Forces who
have used the program, disaggregated, to the extent
practicable, by Armed Force, race, gender, age, marital
status, and duty location; and
(C) the most commonly used services offered through
the program.
(4) How records for such usage are kept and protected.
(5) A list of all services offered through the program.
(6) The cost of any service to a member.
(7) Services to be added to the program.
(8) Criteria by which services offered through the program
are added or discontinued.
(b) Subsequent Reports.--Not less than once in each of fiscal years
2025 through 2029, the Secretary shall submit to the Committees on
Armed Services of the Senate and House of Representatives a report
regarding such Military OneSource program. Each such subsequent report
shall include the following elements with regards to the fiscal year
preceding the date of such report:
(1) An accounting of costs to the Federal Government to
operate the program.
(2) Use of the program, including--
(A) the total number of individuals who used the
program, disaggregated by whether such use was through
a phone call or the website;
(B) the number of members of the Armed Forces who
have used the program, disaggregated, to the extent
practicable, by Armed Force, race, gender, age, marital
status, and duty location; and
(C) the most commonly used services offered through
the program.
(3) A list of all services offered through the program.
(4) The cost of any service to a member.
(5) Services added to, or discontinued from, the program.
(6) Criteria by which services offered through the program
are added or discontinued.
