           referred to the Committee on House Administration

                                 A BILL


 
To prohibit offices of the legislative branch from using Federal funds 
 to acquire or display any flag or pennant other than the flag of the 
    United States, the flag or pennant of any State or territory or 
         possession of the United States, or the POW-MIA flag.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. LIMITING FLAGS AND PENNANTS ACQUIRED OR DISPLAYED BY 
              LEGISLATIVE BRANCH OFFICES.

    (a) Limitation.--Except as provided in subsection (b), an office of 
the legislative branch may not use any funds appropriated or otherwise 
made available under Federal law during a fiscal year to acquire or 
display any flag or pennant other than the flag of the United States.
    (b) Exceptions.--Subsection (a) does not apply to any of the 
following flags or pennants:
            (1) The flag or pennant of any State or territory or 
        possession of the United States.
            (2) The flag or pennant of any department or agency of the 
        Government.
            (3) The POW/MIA flag (as defined in section 1082 of the 
        National Defense Authorization Act for Fiscal Year 1998).
            (4) The flag or pennant of any of the armed forces (as 
        defined in section 101 of title 10, United States Code).
    (c) Effective Date.--This Act shall apply with respect to fiscal 
year 2024 and each succeeding fiscal year.
