To amend the Commodity Credit Corporation Charter Act to authorize the 
 use of Commodity Credit Corporation funds for emergency assistance to 
   dairy producers in the case of livestock relocation and feed crop 
        losses due to natural disasters, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. FUNDING AUTHORITY FOR LIVESTOCK RELOCATION AND FEED CROP 
              LOSSES DUE TO NATURAL DISASTERS.

    Section 5 of the Commodity Credit Corporation Charter Act (15 
U.S.C. 714c) is amended--
            (1) by redesignating subsection (h) as subsection (i); and
            (2) by inserting after subsection (g) the following:
    ``(h) Provide emergency assistance to dairy and livestock producers 
for livestock relocation, shelter-in-place, and feed crop losses due to 
natural disasters.''.
