 To provide that certain standards relating to traffic safety campaign 
                messages shall have no force or effect.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Highway Administration Humor 
Allowance Act''.

SEC. 2. TRAFFIC SAFETY CAMPAIGN MESSAGES.

    Provision 04 of section 2L.07 of the Manual on Uniform Traffic 
Control Devices for Streets and Highways, as incorporated by reference 
under the final rule of the Federal Highway Administration titled 
``National Standards for Traffic Control Devices; the Manual on Uniform 
Traffic Control Devices for Streets and Highways; Revision'' and issued 
December 19, 2023 (88 Fed. Reg. 87672), shall have no force or effect.
