A BILL
To establish the policy of the United States that the United Nations
Relief and Works Agency for Palestine Refugees in the Near East should
be disbanded completely, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``UNRWA Elimination Act''.
SEC. 2. STATEMENT OF POLICY.
It is the policy of the United States that--
(1) the United Nations Relief and Works Agency for
Palestine Refugees in the Near East (UNRWA) should be disbanded
completely; and
(2) all refugee services and responsibilities in the West
Bank and Gaza strip should be transferred to the United Nations
High Commissioner for Refugees.
SEC. 3. AUTHORIZATIONS TO ADVANCE POLICY TO DISBAND UNRWA.
(a) In General.--The President shall take such steps as may be
necessary to advocate for and advance the policy described in section
2, including by--
(1) coordinating international efforts to achieve the
outcomes described in such section; and
(2) ensuring that any facility of the United Nations Relief
and Works Agency for Palestine Refugees in the Near East in the
United States is removed.
(b) Funding.--Any Federal funds made available to provide
assistance to any foreign country shall include as a condition for
receiving such funding that the country publicly supports the policy
described in section 2.
(c) Prohibition.--No Federal funds are authorized to be
appropriated or otherwise made available to the United Nations Relief
and Works Agency for Palestine Refugees in the Near East, including for
the salaries or expenses of any employee of such Agency, and no form of
United States support is authorized to be made available for the
programs, projects, or activities of such Agency.
