A BILL
To require the Comptroller General of the United States to conduct a
study on the impacts of seasonal and nonresident homeownership on data
collected by the Bureau of the Census, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Federal Parity for Communities with
Above Average Seasonal Homeownership Research Act'' or the ``Federal
Parity for CASH Research Act''.
SEC. 2. STUDY ON IMPACTS OF SEASONAL AND NONRESIDENT HOMEOWNERSHIP ON
CENSUS DATA.
(a) In General.--The Comptroller General of the United States
shall, not later than 1 year after the date of the enactment of this
section, conduct a study on--
(1) the effect of homeownership in communities by seasonal
and non-permanent residents on the collection and accuracy of
data in censuses and surveys conducted by the Bureau of the
Census; and
(2) the effect such data has on distribution of Federal
funding to such communities.
(b) Special Focus.--In carrying out such study, the Comptroller
General shall give special focus on rural Appalachia communities and
coastal communities.
(c) Recommendations.--If, in carrying out the study under
subsection (a), the Comptroller General of the United State finds a
negative effect between levels of seasonal and non-permanent resident
homeownership and Federal funding distribution, the Comptroller General
of the United States shall provide recommendations with respect to
remedying such negative effect.
